Napanee Mayor Terry Richardson is cautiously optimistic about potential relief for the escalating Ontario Provincial Police (OPP) payments as the town braces for a challenging budget year. Last year, Napanee faced a significant 23% surge in OPP costs, which was later offset by relief funding. The mayor is closely monitoring new regulations aimed at curbing annual cost hikes, with expectations for clarity in the upcoming billing statements.

Napanee is among the 330 municipalities in Ontario that rely on OPP services, paying through a billing model based on property assessments and call volumes. Following a contract revision that increased officer salaries, many municipalities were caught off guard by a sudden 20-30% spike in their OPP bills.

In response to widespread concerns, the provincial government allocated $77 million to alleviate policing expenses in these communities. This year, a more permanent solution is proposed, limiting the 2025-2026 cost increase to 11% and adjusting the discount eligibility criteria based on call volume.

While these changes aim to provide stability, the Association of Municipalities of Ontario (AMO) believes they fall short of addressing the long-term cost challenges municipalities face. Mayor Robert Lefebvre of Hawkesbury expressed concerns about delayed budget planning due to policing cost uncertainties, emphasizing that even with the proposed 11% cap, expenses would still rise significantly.

Mayor Richardson echoed these sentiments, expressing concern over the potential impact on Napanee’s budget. He emphasized that any increase at the upper limit of the proposed range would strain the town’s finances, potentially leading to tax hikes. Richardson highlighted the importance of balancing public safety needs with fiscal responsibility, urging for a sustainable solution to protect taxpayers.

Despite uncertainties, Richardson remains hopeful that the provincial government will address the ongoing concerns and provide a feasible resolution.
