Prime Minister Mark Carney has established a fresh diplomatic role to enhance trade, economic security, and combat climate change within the European Union, as per a statement from the Prime Minister’s Office (PMO) released on Wednesday. John Hannaford, a former Privy Council clerk, has been appointed as the Personal Representative of the Prime Minister to the EU.

Carney expressed confidence in Hannaford’s ability to strengthen Canada’s key relationships globally, enhance partnerships, reinforce shared security, and generate new economic prospects to support Canadian workers and business growth. Hannaford brings a wealth of experience, having previously held deputy minister roles in the Departments of International Trade and Natural Resources. He also served as the ambassador to Norway from 2009 to 2012 and as a defense policy adviser to the prime minister.

Former Liberal leader Stéphane Dion currently holds the position of Canada’s special envoy to the EU, as well as serving as the ambassador to France and Monaco. The PMO announced that Dion will conclude his diplomatic duties in these positions by January, having played a significant role in strengthening Canada-EU relations during a crucial period for Canada’s global partnerships.

The PMO’s statement did not clarify the specific distinctions between the new role of Personal Representative of the Prime Minister to the EU and Dion’s diplomatic responsibilities. It also did not address whether the special envoy to the EU position will be replaced, terminated, or integrated into the newly announced role. CBC News has reached out to the PMO for clarification but has not received a response yet.
